CONTRACT FOR LIBRARY SERVICE FOR BUTLER COUNTY
This contract is made and entered into this 19th day of October,
1998, by and between the Butler County Board of Supervisors on behalf of
Butler County, Iowa, (the County), and the Boards of Trustees of the public
libraries in the cities and towns of Allison, Aplington, Clarksville, Dumont,
Greene, New Hartford, Parkersburg, and Shell Rock, the Libraries, and they
agree, acknowledge and contract as follows:
- Butler County, Iowa does not have a County Library as provided in
Chapter 358B of the 1997 Code of lowa.
- It is mutually desired by the County and Libraries that residents of
the County residing outside of incorporated cities and towns be
entitled to receive library service from any of the libraries, on an equal
basis, whether such patrons and residents live within the corporate limits of
the Libraries' cities and towns, and this contract is made in accordance with
the provisions of the Code of lowa 1997.
- Each and all of the Libraries agree to loan library materials to all
residents of the County outside of the incorporated cities and towns, with
the same terms and conditions of the city or town in which the Libraries are
located.
- The Libraries will not reduce the amount of support received
through taxation within their respective corporation, because of receiving
these monies, and funds received from the County under this agreement
shall be used for the purchase of materials and equipment and to provide
for additional service. If any of the Libraries reduce the amount of
support received through taxation after being paid by the County has the
option of declaring the contract void as to that library.
- The County will levy taxes in the amount of $51,500 on the
assessed valuation of property of residents residing outside the
boundaries of incorporated cities and towns.
- The funds received from the assessment shall be based on the
following criteria: rural circulation, average number of hours open per
week, and previous year's expenditures for books, periodicals, and
audio/visual materials, as agreed to by the Libraries, their trustees and
directors, and the county with the total at this time being:

- The funds will be distributed by Butler County to the Libraries.
- Each board of the Libraries may have a representative from the
area outside the incorporated city or town.
- This agreement may be, by mutual agreement of the County and
the Libraries, terminated on written notice given sixty days before the end
of the fiscal year, and it is understood and agreed the County and the
Libraries shall each review this contract prior to October 1st of every third
year, which is prior to the date of the annual tax levy by the County, and, in
any event, this contract shall continue from year to year, so long as the
County and Libraries comply with the terms of this agreement.
