Waverly Public Library Loan and Billing Policy

The Board of Trustees of the Waverly Public Library recognizes that library materials in a variety of formats are necessary to provide effective access to information and ideas to the members of the public.

When providing materials for loan, the basic loan period shall be without user fees. Renewal of the loan may be possible through procedures, including possible charges, established periodically by staff. Use extended beyond the basic loan and/or renewed loan period may result in charges to be determined periodically by staff.

Replacement cost for materials lost, damaged, or long overdue shall be assessed periodically by staff.

Waverly Public Library shall bill, for materials lost, damaged, or not returned or charges not paid, at intervals and in amounts to be determined periodically by staff with changes reported to Board.

Such bills shall be processed according to procedures established by staff.

Procedures under this policy with regard to ILL.

All of the above applies to interlibrary loan.

More specifically and in addition, for materials requested for Waverly PL patrons through Waverly PL:

  • Extended use charges begin with $5 for the first day overdue and continue at 25 cents per day.
  • A failure to use charge shall be assessed in the amount of $5 for each item ordered, received, and never picked up.
  • Only three items shall be requested at any one time for any patron, although any number of items may be requested for any patron all told.
  • There is a $1 charge for requesting an extension of the loan period whether the owning library agrees to the extension or not. This charge is collected before the request for an extension is made.

More specifically and in addition, for materials requested from Waverly PL:

  • Extended use charges are not made. Charges are made for damaged or lost items.
  • Libraries shall receive notices and bills. The one week notice will not be sent as that time is generally used in transit however all other notices and bills will be sent.
  • Service to a library shall be suspended if that library has an overdue item for which it has been billed. Return of the item or payment of the bill shall reinstate the service to the library.
  • Through the web-based circulation system, borrowing libraries may renew the item just as any other patron might. Borrowing libraries in Iowa need to call or email to request their card number and PIN in order to renew over the web. The same rules will apply. No renewal if the item is on hold. Only one renewal.
