Shenandoah Public Library
Rule and Regulations
Borrowers
(Residents) of Page County are eligible for a library card without charge. A resident must have a
calling address in Page County.
(Non-residents) who live outside Page County but in the Shenandoah service area (within a 30
mile radius) may apply for a non-resident library card. There is an annual fee of $3.00 per card.
The annual fee will be waived only if the family pays Page County property taxes. The card is for
use only by members of the household.
(Children) may apply for a library card when they enter kindergarten. Students who have
completed sixth grade, may have a card in the Adult Department. Children should use the
children's area, but may use the Adult area if necessary.
Application Procedure
New applicants should first read the rules of the library. New applicants must present some form
of identification which carries their current name and address (driver's license, credit card,
letter addressed to them, utility bill, etc.)
Application forms will be completed by the librarian on duty.
Applicants for student library cards (K-12) must give the name of a parent or a guardian as a
reference. New adult applicants must provide a reference (place of employment of self or spouse,
an individual in the community with a library card, etc.) Persons listed as a reference must be in
good standing with the library. If a library patron loses a library card a $.50 charge will be made
for replacement thereof.
Materials
BOOKS may be kept two weeks and once renewed automatically for another two weeks. Any
additional renewals must be done at the library. Books and any other materials designated as two-
week or one week items may not be renewed.
New borrowers can take only two items.
Otherwise, the librarian shall determine the number of books that may be borrowed at one time.
All books are subject at any time to recall by the librarian for special purpose, and must be
returned at once upon the receipt of notice.
Circulation periods and restrictions for other materials are as follows:
- ART PRINTS may be taken two at a time for six weeks with no renewal;
- EIGHT TRACK TAPES may be taken six at a time for four weeks;
- RECORDS may be taken six at a time for four weeks, unless marked two weeks;
- CASSETTE TAPES may be taken five at a time for two weeks with no renewal;
The total of tapes, cassettes, and records which one patron may have at any time is six;
- 8 MM, SUPER 8 MM, AND 16 MM FILM from our collection may be taken five at a time for
two weeks. STATE LIBRARY FILMS may be taken two at a time for one week;
- MAGAZINES may be taken six at a time. Magazines less than a year old may be taken for one
week. Other magazines and PAMPHLETS may be taken for two weeks.
- VIDEODISCS AND VIDEOTAPES may be taken three at a time for three days;
- CIRCULATING ENCYCLOPEDIAS may be taken for one week;
- INTERLIBRARY LOAN materials circulate for two weeks and are non-renewable;
- The PA SYSTEM may be taken for no charge for 24 hours, the patron must have an adult card,
there is an overdue charge of S2.00 per day;
- The PROJECTION SCREENS may be taken for 24 hours without charge, the patron must have
an adult card, there is an overdue charge of S2.00 per day;
- PROJECTORS, including 8 MM, SUPER 8 MM, 16 MM, OVERHEAD, SLIDE, and
VIDEODISC, may be checked out for 24 hours, patron must have adult card, fee is S2.00 per
day;
- POLAROID CAMERAS may be taken one per family for one week with no charge;
Persons wishing to use projectors in the auditorium must pay the S2.00 fee regardless of the time
used.
No more than five items may be taken by a patron who has not brought his/her library card.
Bound volumes of the Evening Sentinel, late encyclopedias, and special reference books shall not
be checked out. Older copies of encyclopedias may be checked out for one week, non-renewable.
Other volumes may come under such restrictions of the discretion of the librarian or the Board.
A fine of five cents a day per book shall be imposed for books kept overtime, Sundays and
holidays not included. For magazines and uncataloged paperbacks the fine is two cents per day;
for records, tapes and cassettes, five cents per day; for films, videodiscs, and videotapes, ten
cents per day; and for art prints, fifty cents per day.
All injuries to library materials, beyond reasonable wear, and all losses shall be properly adjusted
to the satisfaction of the librarian.
Magazines shall be kept by the library for a period of five years.
