Fines and Fees

The fines for overdue books is 5 cents per day. Lost or damaged books will be replaced by the borrower. The value of the book will be determined by the librarian.

FEES

Borrowers are expected to pay replacement costs for lost or damaged materials; an additional $2 processing fee will also be charged.

Patrons who request interlibrary loans but do not pick them up will be charged $2 per item.

Adults are charged $.50 to replace a lost or damaged library card; children are charged $.25.

FINES

$.10 per adult item per day and $.05 per children's item per day (not counting Sundays). Exceptions: audio-visual equipment, videocassettes, videodiscs, cake pans, slide shows and filmstrips--$1 to $5 per day.

The maximum overdue fine for any item is its replacement cost. Borrowing privileges are withdrawn whenever unpaid fines or charges total $1 or more.

No overdue fines for senior citizens!

Fines

  1. Fines are $.02 a day for adults and children on hardback books, paperbacks, records and cassettes. Fines are charged for each overdue day including Sunday and holidays.

  2. There are no fines on magazines.

  3. Replacement Charges
    Books, magazines, records and other materials: list price. If materials lost and paid for, are later found and returned in good condition, the list price will be refunded.

  4. Damaged Materials
    The librarian will use her own discretion in individual cases.

  5. Notices of Overdues
    The librarian uses her discretion in notifying.

  6. Fines may be raised to higher rate if the need arises.






DeSoto Public Library

Fines Policy

  1. There is one (1) week grace period with no fine.

  2. If the materials are not returned by the 8th day, fines are charged from the due date at the following rate:
    1 item $.02 per library day
    2 items $.03 per library day
    3 items $.04 per library day
    4 or more items - $.05 per library day

  3. No fine for overdue materials will exceed $1.00 per person.

  4. Patrons are expected to pay the replacement cost of any materials lost while checked out under their name. When materials are lost, the patron will be charged the current price of the material.

  5. The librarians will call patrons to remind them of overdue materials. If the patron has no phone, a post card will be sent.

  6. If materials still aren't returned, the board may choose to send a letter.






    Carnegie-Stout Public Library, Dubuque

    Fines and Fees Scheduled

    1. Overdue Materials:
      • Adult: $.15 per day; maximum fine is cost of item.
      • Children: $.10 per day; maximum fine is cost of item.
      • Surcharge: $2.00 added to second overdue notice.
      • $20.00 ceiling for all items returned with same due date, plus surcharges, if fine is paid at time of return.
      • Interlibrary loan and films: $2.00 per day per item.

    2. Lost Materials:
      • Cost of item plus surcharges plus half of the overdue fine.
      • Book Cost: catalogued books and paperbacks are charged at list price rounded up to the nearest dollar plus $2.00 for processing. Periodicals and "paperback collection" materials are charged at cover cost with no surcharge for processing.

    3. Damaged Materials:
      • $1.00 for item bar codes damaged to the extent that they cannot be read by the laser scanners.
      • Books needing rebinding as a result of abuse: cost of binding plus $2.00 for processing.
      • Books to be repaired by staff: $2.00
      • Damaged/broken audio-visual materials: cost of item plus $2.00 for processing.
      • The Head of Adult Services, Head of Children's Services and the Head of Circulation Services have the authority to assign responsibility for damaged materials.

    4. Lost Card Replacement:
      • $2.00 for Adult and Young Adult cards.
      • $.50 for Children's cards.

    5. Non-Resident Library Cards:
      • $60.00 per family per year.

    6. Forgotten Card:
      • $.25 per card when staff looks up registration.

    7. Reserves:
      • $.50 per item. Refunds on prepaid reserves will be made if item is not available within the time period specified by requester or six months, whichever is longer.
      • Reserves may be placed by telephone.

    8. Interlibrary Loan and 16mm Films:
      • 16mm Films - $1.00 per item processing fee plus actual shipping costs plus loaning institution fees.
      • Interlibrary loans requested by Carnegie-Stout Public Library patrons - $1.00 per item processing fee plus actual shipping costs plus loaning institution fees.
      • Interlibrary loans to libraries which are not members of Northeastern Iowa Regional Library Systems:
        Books - $3.00 per volume (includes outgoing postage)
        Photocopies - $2.00 plus 10 cents per sheet over 2 (includes postage)

    9. Bookdrops:
      • Books deposited in bookdrops will be checked in each day at closing time. All books returned after closing time will be considered returned the next day the library is open to the public.
      • There is no surcharge for overdue books left in the bookdrop after first overdue notice. However, a $2.00 surcharge is placed on overdue books when a second notice is sent.

    10. Copy Service:
      • Self-service photocopiers: $.10 per page.
      • Self-service microfilm/fiche copier: $.50 per page.

    11. Typewriter:
      • $.25 per 15 minutes.

    12. Children's Craft Programs:
      • $1.00 per child per series minimum, with higher rate set by Children's Librarian if needed to offset costs.

    13. School/Public Library Committee:
      • To be set by Committee to cover Committee expenses and activities.

    14. Meeting Room Fees:
      • Schedule available at the Reference Desk.






    Ames Public Library

    Statement on Fees and Charges

    The Ames Public Library has adopted and subscribes to The Public Library: Democracy's Resource: A Statement of Principles as written by the Public Library Association. That document states in part:

    "Public libraries freely offer access to their collections and services to all members of the community without regard to race, citizenship, age, education level, economic status, or any other qualification or condition.

    Free access to ideas and information, a prerequisite to the existence of a responsible citizenship, is as fundamental to America as are the principles of freedom, equality and individual rights.

    Public libraries were founded and supported by appropriations from tax revenues for very practical reasons: to provide and conserve books and Journals economically for community use."

    It should also be noted that Library is empowered by sections 15.7(2), 15.7(6), 15.7(7) and 15.14 of the Ames Municipal Code to make rules and regulations including fines and fees regarding use of the Library, its collections and services.

    The Library may charge fines or fees to encourage compliance with rules which promote fair and equal access to limited resources. As an operating principle, the Ames Public Library will not charge for the use or loan of materials it owns or for the use of Library services. The Library may assess fees or pass through costs for use of resources outside of this institution. Fees may be charged for materials or services that become the property of the user or for actions of the user that cause extra-ordinary expenses to be incurred by the Library. Fees may also be charged for materials or services that are not basic requirements for access but that serve the user's specific convenience.
