WHAT IS A "FRIENDS" GROUP?
"Friends" are civic minded people who know that quality library service is important to their community. We've organized into a group to support, improve and promote the library.
WHAT DO "FRIENDS" DO?
Friends work to promote the library by enlisting public support for their various activities, whether it be to inform the public of the library's services or raising money to purchase items for the library.
WHO CAN BE A MEMBER?
Anyone who is interested in supporting the library and working toward our goals is encouraged to join.
WHEN DO YOU MEET?
The Friends of the Colesburg Public Library are currently meeting at 4:00 p.m. on the second Monday of the month in the library. If you can't come to meetings, please let us know; we can still use your help.
IN WHAT OTHER WAYS CAN WE HELP THE LIBRARY?
Since the Friends group is responsible for raising money to purchase things for the library like books and shelving units we can use your donations as well as your time. Please make any checks out to 'Friends of the Colesburg Library" and we will put your generous contributions to good use. This also applies to any memorials you wish to make. A book or money donated in memory of someone special is far more enduring than a plant or flowers.
Again, any contributions to go directly for use in the library must be made out to "Friends of the Colesburg Library".
WHAT CAN WE DO FOR YOU?
By joining the Friends group we can give you an excellent way to help the community. Not only does a well equipped library benefit all of us now, but it will be of value to our children and grandchildren. our efforts can set a good example of what citizen participation can do for a community; and for those who get involved. If we can start out with a strong Friends group, hopefully future generations can maintain that spirit and accomplish anything they set their hearts and minds on.
Waukee Public Library
FRIENDS OF THE LIBRARY
The Friends of the Waukee Library group will be supported as necessary by the Library Director and the Board of Trustees. A free flow of information and support with the Friends will be seen as a source of community input and opinion as well as an auxiliary source for publicity, fundraising, programming and volunteers.
The Board will appoint a member to serve as liaison to the Friends group. This liaison Trustee and/or the Library Director will attend all General-Session meetings and meetings of the Friends' Executive Committee to provide general legal and professional resources for the group. The Board Secretary should receive a copy of the minutes of Friends group meetings.
Friends activities and projects on behalf of the Library will be actively promoted by the Library via signs, publications, word-of-mouth, etc. The Executive Committee will be notified of regular Board meetings.
The Friends, as an auxiliary organization, are not authorized to set Library policy, speak on behalf of the Library Board of Trustees, or commit Library funds. Ideas from the Friends on Library operation must be submitted to and decided by the Board.
Enlow Public Library, West Branch

Article I
Name
The name of this association shall be the Friends of the Enlow Public Library.
Article II
Purpose
Section 1. It is recognized that the administration of the Enlow Public Library is vested in the Enlow Public Library board of Trustees and the West Branch City Council.
Section 2. The purpose of this organization shall be to maintain an association of persons interested In print and non-print materials, and libraries; to focus public attention on library services, facilities, and needs; to stimulate gifts of print and non-print materials, desirable collections, endowments, and bequests; to administer its assets on behalf of the Enlow Public Library; and to stimulate the cultural enrichment of this community.
Article III
Membership
Section 1. Membership in this organization shall be open to all individuals in sympathy with its purposes, and to representatives of organizations and clubs when such representation is desired, in which case dues shall be paid by the organization.
Section 2. Each organization and individual member shall be entitled to one vote.
Article IV
Officers and Committees
Section 1. The officers shall be a President, a first Vice President/program Chairperson, a second Vice President/Membership Chairperson, a Secretary, and a Treasurer. The term shall be for one year, and with the exception of the Secretary and Treasurer, no person shall serve for more than two consecutive one-year terms.
Section 2. Special committees shall be appointed by the President as needed, e.g., Gifts and Bequests, hospitality, projects, publicity, building fund.
Section 3. The Officers plus two members-at-large shall be known as the Board of Directors and shall serve as the governing body of this association. The Board shall meet three times a year and at special meetings which may be called by the President.
Section 4. Notice of meetings of the Board of Directors shall be posted in the library and when possible published in the West Branch Times in advance.
Section 5. The direction of affairs of this organization shall rest with the Board of Directors, the President serving as Chairperson. A majority of the members of this Board shall constitute a quorum for the transaction of business.
Section 6. The President is an ex-official member of all committees, with the exception of the nominating committee.
Section 7. Nominations for officers and the two members-at-large shall be presented by a nominating committee of three members to be appointed by the board. At the annual meeting, nominations from the floor will be invited; no one shall be nominated without his or her consent.
Section 8. The officers and the members-at-large shall be elected at the annual meeting.
Section 9. Vacancies arising on the Board shall be filled by appointment made by the remaining board members.
Article V
Meetings
Section 1. This association shall hold its annual meeting in May for the purpose of election of officers, to receive various reports, and to enact any other business. Notice shall be published in the West Branch Times in advance.
Section 2. Additional meetings may be called by the President.
Article VI
Dues
Section 1. The annual dues shall be determined by the Board of Directors.
Section 2. The fiscal year of this organization shall end on March 31st.
Article VII
Funds
Section 1. Adequate books of accounts shall be maintained by the Treasurer, who shall be responsible therefore.
Section 2. Budgeted funds may be disbursed by the Treasurer with the approval of the President. No funds beyond those budgeted shall be disbursed without the approval of the Board of Directors.
Section 3. The Board of Directors shall appoint an auditor, not an officer, to audit the Treasurer's books prior to the annual meeting.
Article VIII
Amendments
The bylaws may be amended at the annual meeting or at any meeting of this organization called for that purpose by twothirds of the members present, provided that notice of the proposed amendment(s) shall have been distributed to all members at least two weeks before the said meeting.
Article IX
Parliamentary Authority
All meetings shall be conducted according to Robert's Rules of Order, Revised except when in conflict with these bylaws or with the laws of the State of Iowa.
