Circulation Policies

If the Rolfe Public Library does not have material requested, the librarians will be glad to request printed materials and films on interlibrary loan from the Northwest Regional Library System. Such items will be subject to the rules and regulations of their lending libraries.






Carroll Public Library

InterLibrary Loans.

  1. Borrowing from other libraries. The Library will request materials for patrons from other Iowa libraries if the material is not available in our collection. The Library will not borrow on Interlibrary loan for Library patrons who reside in towns where a public library exists. Patrons will pay return postage.

  2. When borrowing films for patrons through the regional, state, or other libraries the patron is charged for the return postage.

  3. Loaning to other libraries. The Library shall loan its materials to other libraries in the northwest region when such request is received from the Regional Library, but shall not loan its materials directly to individuals or libraries within the region. The Library reserves the right to place a cap on the number of interlibrary loans it is willing to make each year. The Library shall loan its materials to all other libraries when such a request is received on a standard interlibrary loan form. The Library reserves the right to limit the number of reels of microfilm at any given time to four reels.






    Waverly Public Library

    Interlibrary Loan Policy

    Waverly Public Library recognizes the importance of interlibrary loan and networking to provide materials of specialized interest to supplement the local collection. The cost of interlibrary loan must be considered in determining those Items appropriate to request.

    In general, these items shall not be requested:

    • Mass market paperbacks
    • Best sellers(while on list of less than 6 months old)
    • Ephemeral materials (pamphlets)
    • Items likely to be requested again
    • College texts or other direct curriculum support materials

    In general, these items shall be requested:

    • Out-of-print items
    • Expensive items ($20 or more)
    • Highly specialized materials with little local continuing interest
    • Fiction and hardbound materials listed in Books in Print if they seem appropriate to these guidelines

    Time. Interlibrary loan items are provided when available at the lending agency. The time taken to receive the materials can range from two days to six months or more.

    Use. The patron shall have three days from notification of item's arrival to pick up item. The normal two week checkout period plus the grace period shall apply unless the lending agency states otherwise.

    Overdue charges. $6 per item shall be charged when the item is one week overdue and charges shall continue at the rate of 25 cents per day until the item has been returned.

    Billing charges. For items overdue one month, normal billing charges for Waverly Public Library shall apply in addition to any such charges made by the lending agency.

    Replacement costs. Items not returned shall be billed to patron as billed by lending agency. Overdue and billing charges shall be Included.

    Special charges. Waverly Public Library shall make materials available through interlibrary loan. Staff time, necessary forms, and postage shall be covered in the library's operating budget. Special charges such as those for photocopies, microfilm or book rental, insurance or special handling, or other charges made by agencies shall be charged to individual patrons. If known, charges will be stated In advance; however, the patron making the request shall be held responsible for the charges actually made.

    Failure-to-use charge. Patrons who order interlibrary loan materials and fail to use them shall be charged $5 plus any special charges involved in obtaining the material.

    Number of items. Not more than three interlibrary loan requests shall be made for one patron at one time or be in process for one patron at one time.

    Exceptions. Exceptions to the above shall be made at the discretion of the director.

    Interlibrary loan is usually provided at no cost to the borrower.

    Instances when a cost might be involved are shown in the Interlibrary Loan Policy. They include overdue, billing, replacement, and failure-to-use charges. "Special charges" are also possible. I am aware of the provisions of the policy and agree to pay costs if necessary according to the policy.

    "Special Charges" if any must be paid before Item is used. "Special Charges" if any and "Failure-to-use" charges will be necessary if item is not used.

    These charges are the result of cuts in library budget on the state and regional levels. Your legislators should be contacted if you would like to see this changed.

    Special charges money will need special handling. Check for special instructions especially for microfilm requests.
