Satellite Policy

The Creston Library Board of Trustees feels a policy for implementing satellite collections should be established.

The library director will be in charge of selecting books from the Creston collection for the satellite.

No more than one hundred books will be loaned to a satellite for no more than three months at a time. The check out cards will be pulled from the books and filed at the circulation desk with the location and date due written on every card. A list of the loaned books will be enclosed with the books.

A notice will be sent to the appropriate official a week before all the books are due.

The satellite will be held responsible for any materials which are overdue two months and will be expected to reimburse the Creston Public Library according to the Fine Policy.

The satellite will also be responsible for picking up and bringing back each shipment.

Carroll Public Library

  1. EXTENSION OF SERVICES

    1. Carroll County Residents. Residents of rural Carroll County and unincorporated towns within the County shall received full Library service as long as the contract between the Library and the County Board of Supervisors is in effect.

  2. Town Contracts.

    1. Residents of unincorporated towns within Carroll County whose town governments contract with the Library shall receive full library service as long as that contract is in effect.

    2. If towns which have contracts with the Library wish to contract with other public libraries for service, they must do so with monies over and above that now given to Carroll according to the contract.

    3. The Library director shall contact the County auditor each year to determine how much each town must pay under the terms of the contract. The Library director will send a letter to each town clerk indicating that the taxes are due and how much each town owes.

  3. Non-contracting Towns. Residents of incorporated towns within Carroll County whose town governments do not contract with the Library for service, shall be charged an annual fee of $20.00 per family if they wish to use the Library.

  4. Out-of-Count Borrowers. Families who neither own property nor live in the City of Carroll, the towns of Arcadia, Breda, Dedham, Halbur, Lidderdale, Templeton, or Willey or are covered by the Library's contract with the Des Moines Area Community College but who wish to have Library privileges may purchase a card for $20.00 per year.

  5. Transients. Persons who are living in the service area on a temporary basis may purchase a library card for $10.00. Upon leaving the area this fee is fully refundable providing all library materials have been returned to the Library and payment made for lost and damaged items.

  6. Reciprocal Borrowing. Until more public libraries across the state seem willing to adopt reciprocal borrowing, the Carroll Library will not honor cards from other libraries outside its service area.

  7. Regional Library. The Library supports the concept of regional libraries and will cooperate with the Northwest Regional Library System in ways beneficial to both libraries.

  8. State Standards. While supporting in principle the concept of standards for the improvement of public library service, the Carroll Library opposes imposition of such standards on the local library by any authority except the Library's Board of Trustees.

  9. State Financial Aid. The Library believes in local funding of the public library and opposes any attempt at securing state aid to libraries.
