The FY2010 application filing window opened at noon EST on Thursday, December 3, 2009 and will close at 11:59 p.m. EST on Thursday, February 11, 2010. The filing window will be open for 71 days.

Applicants should note that FY2010 Forms 470 can be filed now.

USAC IT Upgrade Completed

The SLD IT upgrade has been successfully completed and you may access our systems and conduct business in the normal fashion starting at 9:00 am EDT today. You are free to file forms online such as Form 470 and Form 486 as well as check form status and access the other interactive functions.

Note that some update work will be going on during this week. Specifically, on Monday:

Submit a Question may work slowly for the next few days. If you have a question, please call the Client Service Bureau at 1-888-203-8100. If you want to submit a request (service substitution, SPIN change, service delivery deadline extension, invoice deadline extension) or an attachment, we suggest that you use the mail, fax, or email submission described in the appropriate guidance material on the USAC website. Remember to save proof of the time and date of your submission.

As with all major systems upgrades, there will be some things that we will need to fix, and we will do that as quickly as possible. To that end, if you have functions that do not work for you other than those noted above, please report them to our Client Service Bureau at 1-888-203-8100 and we will get them taken care of as soon as possible. If there are any major common problems, we will post them on our website and give you a status report in a timely manner as to when those problems will be fixed.

As was indicated in past communications, we will be paying invoices this week and we plan to resume running waves this week in order to begin issuing FCDLs dated next week.

Some things you can find out by looking at the Form 471:
1. Block 3 Worksheet C: Lists all the libraries on the application
2. Block 5 Discount Funding Request lists all the libraries and details, to find your library page through looking at Item 21 for your name or Item 22 for you BEN
    Yea, we really like this feature too, when we have to page through it to answer a question, but the concept of alphabetical order seems to have escaped USAC.

A little later after Mary quits giving me the evil eye every time I mention e-rate we'll have some statistics for you but we are pleased, we have more libraries and have requested more funds for the libraries than in any previous year. 
There were libraries that did not get the paperwork in on time and are not in this year, and two libraries that were at the last minuet, one literally.

Spring is coming and for some of you time to get the crops in, for the rest of us time to enjoy the frutes of Iowa's agricultural economy.

WASHINGTON - The government lost its final attempt Wednesday to revive a federal law intended to protect children from sexual material and other objectionable content on the Internet.

The Supreme Court said it won't consider reviving the Child Online Protection Act, which lower federal courts struck down as unconstitutional. The law has been embroiled in court challenges since it passed in 1998 and never took effect.

It would have barred Web sites from making harmful content available to minors over the Internet.

A federal appeals court in Philadelphia ruled that would violate the First Amendment, because filtering technologies and other parental control tools are a less restrictive way to protect children from inappropriate content online.

The act was passed the year after the Supreme Court ruled that another law intended to protect children from explicit material online — the Communications Decency Act — was unconstitutional.

The Bush administration had pressed the justices to take the case. They offered no comment on their decision to reject the government's appeal.

Five justices who ruled against the Internet blocking law in 2004 remain on the court.

The case is Mukasey v. ACLU. 08-565.
